Open Source Prizes / Licensing

The page states 4 X $5,000 OPEN SOURCE PRIZES: Ruby, Python, Node, Postgres

Does this mean one open source prize each for Ruby, Python, Node, Postgres? Would using other open source components be eligible for this? If so, what are the acceptable license terms (GPL/BSD etc.)?

  We'll only be awarding prizes for those who make an open source contribution to those specific languages. You are welcome to use any other open source program (provided it meets the guidelines in the Official Rules) but there are no other prizes.
