Please define "mobile app"

What qualifies as a mobile app? Are there screen size restrictions? Is an app optimized for a tablet/iPad/mini considered a mobile app or does it have to be a phone sized app?

  Phone, tablet, phablet are all acceptable target mobile devices. iPad and iPad mini acceptable. Note the app does not have to be a native app - can be native, hybrid, or HTML5. The important thing is that it runs as a great experience on the mobile device.

  Thank you for the clarification. That helps.

  I have another question - what level of implementation is required? Can it be a semi-functional demo whose main purpose is to convey the ideas, or... does everything need to be production quality code?

  I'm expecting it will fall somewhere in between those two extremes... I'm just wondering where along the continuum the judges will be expecting the apps to be fleshed out. I don't want to waste a lot of time on backend server logic if nobody cares and instead focus on the UI aspects.
