Definition of 'usage of salesforce1 technology' per judging criteria

Is simply using Heroku considered a use of salesforce1 tech? Or does this judging criteria include using salesforce1 specific API's (at the minimum)?

Heroku is part of the Salesforce1 platform. If your app only uses Heroku, and not Force.com, you will enter in the Heroku category. In that category, use of Force.com services or APIs are not needed. If you use Force.com platform/APIs and Heroku in your app, you will enter in the Force+Heroku category. Hope that clears it up!

So as an example, if a team made a video game that used Heroku API, would that be considered use of the Salesforce1 platform (and part of judging criteria 4)? That they wouldn't necessarily have to integrate with Accounts/Cases etc that Salesforce has is an acceptable mobile app OR does the app need to do something customer/salesperson related?

Yes, this would be use of the Platform. There is no requirement that an app for this competition be a sales app or tie in to the CRM piece.
